Denial of Child Sexual Exploitation Perpetrators: History repeats itself, first as tragedy then as farce

Denial of Child Sexual Exploitation Perpetrators: History repeats itself, first as tragedy then as farce

WE are seeing the construction of a smokescreen to obscure the truth about CSE in Rotherham and again the official denial that allowed CSE to grow, and the Police and public authorities to be corrupted.

For example, Sarah Champion MP and others seem to want to refocus the debate around the wider issue of Child Sexual Abuse (a broad term including paedophilia), as against Child Sexual Exploitation (the exploitation of child sex for profit, often by organised criminal.) The Rotherham experience. Go and see the web site for Sarh’s new campaign “Dare2Care“…it is to clarity , what soya is to flavour. Bland.

Sarah has become a self declared expert on issues such as Kashmir independence and Palestine; Keen, quite rightly, to fight race hate crime…

Yet now says little about the crimes that horrified Rotherham (Child Sexual Exploitation, drugs and racketeer landlordism and the role of  Kashmiri men. Why?

The truth about Child Sexual Exploitation in Rotherham is important, and we must not forget it nor kick it into the long grass and hide it among other sex crimes.

It is important to ensure effective Policing, to target resources on prevention, to educate children, parents, health workers, teachers and care workers on what to watch for. Important so that we can educate ALL communities to supervise their young people, to guide them in citizenship.

Some truth..lest we choose to forget..

Jay: “found evidence of sexual exploitation of at least 1400  children  in Rotherham  over  this  period. “The majority of the perpetrators were described as ‘Asian’ by victims”. This assertion has been backed up by a number of professionals in reports and was reproduced in the Casey Review

Rotherham’s Safeguarding Board have churned out a number of strategies, papers, business plans, guidance notes that have one thing in common…

…Nowhere do they mention the terms Asian/Pakistani/Kashmiri or Mirpuri…the majority group of CSE perpetrators in Rotherham

Nowhere do they advise parents or children about the most likely ethnicity of perpetrators.

They have paid for a drama group to act out “grooming” and “Police response scenes” yet the audiences are 99.9% white and all the actors are ..guess what?

There are no efforts to teach about the issues in Mosques or at Kashmiri community events.

Speaking to any Kashmiri Councillors and all you get is denials…and the reversion to Child Sex Abuse as a smokescreen and statement that every community is as bad.

Last year the Safeguarding Board released statistics that misled and misrepresented the truth to the extent that they had to be withdrawn…again in an attempt to obscure the role of Kashmiri men.

So again for those who have chosen to forget, here are the Jay (supported by Casey) recommendations (page 118):

Recommendation 12: There should be more direct and more frequent engagement by the Council and also the Safeguarding Board with women and men from minority ethnic communities on the issue of CSE and other forms of abuse

Recommendation 13:  The Safeguarding Board should address the under-reporting of sexual exploitation and abuse in minority ethnic communities.

Recommendation 14: The issue of race should be tackled as an absolute priority if it is a  significant factor  in the criminal  activity  of  organised  child  sexual  abuse  in  the Borough.

Seems that yet again we are prepared to put children at risk rather than face harsh truths.,,, as none seem to have been implemented.

Prof Jay’s report and Louise Casey’s report are well worth re-reading. They have much still to tell us!

  1. Given the potentially highly embarrassing pictures of Champion that are in the public domain it’s hardly suprising she’s chucking out more chaff from her backside than a Hercules transport aircraft in a war zone threatened by anti-aircraft missiles.

Also no suprise the inaction on Jay, as similar recommendations from the Oxford Serious Case Review have also apparently been completely ignored.

Give one of these politically correct Labour morons a placard with Palestine on it, and they’re anybody’s – hopelessly naive, and impenetrably programmed.

It says it all that the new members are disproportionately denizens of Islington

“Disproportionate number of Labour’s new members are wealthy city dwellers”

    http://www.theguardian.com/politics/2016/jan/20/labours-new-members-mostly-wealthy-city-dwellers-leaked-report

Warped, unnatural freaks brainwashed into blanking the vilest gang sexual abuse in the history of this country.

I wish they’d all go and top themselves, but the we’re not that fortunate.

  2. OneLaw4All,
    thanks!
You have written a most thoughtful piece, one that I hope to reply to once I have digested it fully.
    But first ,

    @parsonage,
“It says it all that the new members are disproportionately denizens of Islington
“Disproportionate number of Labour’s new members are wealthy city dwellers” ”
“Warped, unnatural freaks brainwashed into blanking the vilest gang sexual abuse in the history of this country.”
“I wish they’d all go and top themselves, but the we’re not that fortunate.”

As a minimum, you obviously have no understanding of London’s communities.
. Islington is way out of the reach of that democratic. Peckham is their more likely home.
My son is one of them. I’m very proud of him. I truly hope that he does not take your advice to “go and top” himself.

  3. Champion, has always been a creature of her own misfortune, she choose to ignore the overwhelming evidence of what was going on, in order to keep her block voters happy. She choose to take those silly pictures, which might just come back to haunt her for enternity. No matter what she does, she tarnished goods and a symptom of why the Labour Party, is fast becoming the new Liberal party, an irrelevant protest group.

  4. I sometimes despair…one spends a lot of time researching stuff and writing it up, only for the debate to be reduced to the most pathetic mix of of racism and nastiness by Parsonage. is it any wonder politicians get away with their crap when this is the best the public can muster.

There are people out there who might have some interesting insights or information to add to this item…but they won’t bother reading beyond the first comments and will walk away thinking the slurs against RothPol offered by its opponents, are correct,,,get a life.

I do concur with your recommendations from Jay (Casey).

I personally don’t think that any of these recommendations have been shown any consideration, especially by our freely elected commissioners.

If the commissioners had, we might have heard of any such gathering or summit by now to help those in the communities.

The only one person who tried, the independent chair of Rotherham Children’s Safeguarding Board, even he stood down midway through 2015.

The council and commissioners all seem to be transfixed on the greater problem of budget deficit, the commissioners are failing all in Rotherham, in relation to the main reason why they were sent here in the first place. If they are here just for the deficit then every town needs them.

Jay reported failures, Casey followed up by local government failures and even Ofsted has been restructured from the top down.

Such a simple ask, recommending communities to sit down and safeguard the most vulnerable, as I believe a budget of 0p required to achieve the, we as the rate payers already paid for all the infrastructure.

    • So what would these “slurs” be? Did not Prof Jay herself say that a blind eye to grooming had occurred in order to “accommodate a community expected to vote Labour”?

You don’t seem to have very much idea of the wider epidemic nature of a plague which manifests itself “wherever these is a sizeable Pakistani community”(Andrew Norfolk)

Although you apparently realise that Champion’s website has a diversionary purpose I very much doubt that you understand that this is part of a systematic nation wide cover up which includes national media blanking out “bad news”; eg the recent conviction of 10 groomer rapists from Keighley, and indeed the lack of national coverage of the current Rotherham trial. It includes the diversionary hares set running by the despicable Labour pair Danczuk and Watson, especially the latter, which resulted in the sinister witch hunts against Brittain and Bramall for instance, carried out by a willing and compliant Plod. The police record is absolutely shameful including the suppression of a report on “Asian” grooming in the West Mids. because “community cohesion” is their priority, and Birmingham City Council’s suppression of a report identifying the role of “Asian” taxi-drivers in sexual abuse should also be noted.

There is thus wide complicity in this horrific abuse by Pakistani groups and gangs which frankly deserves all the excoriation it gets – unfortunately nothing like enough.

Finally if you think “engagement with the community” is going to make any difference then you are extremely naive.

  5. Manzie leaves next week. What has she achieved? What has been done because of her that the Council would not have done anyway? eg RMBC has a new Ch Exec but they would have had one sooner without her

If the serious recommendations from Jay have not been dealt with what else have the commissioners / Council done or not done

Leaving in just under a year means that Manzie will have received around £145,000 – value for money? I don’t think so after reading this post by One Law 4 All

    • Hot Spot one always spot on but how do you know duscussions haven’t taken place with the Pakistani community regarding the past events? Further what does anyone know about Manzie’s toil in remedying our very sick local authority? How many of us would even know where to begin??

      • The commissioners now and then clarify licensing objectives (taxi) and are aired on all types of social media, as clarified by Casey recommendations.

The commissioners now and then clarify local Cllrs will only be selected on merit, any one who falls short will not be able to stand all out local government election’s this year. Representations made on social media.

Not yet heard of the commissioners addressing any recommendations with minorities, at any time they were to have done, would have become national news.

Not heard either from local politicians who have been at the forefront, addressing the recommendations.

The only summit I have heard about is the infamous “police boycott” , and Sarah champion.

The children’s safeguarding board, should be really addressing the problem, and a new safeguarding strategy to be implemented, as safeguarding affects different communities in different ways.

      • They haven’t……the public sector is in the main fairly predictable and procedural in the way it operates.
To do anything of consequence or of lasting value would require a strategy and a business plan…and of course outputs …leaflets distributed, training given, people met etc etc etc. There would be a financial audit trail somewhere.
There are no such plans, and as a recent article in the Tiser showed, there isn’t officially even collection of data regarding ethnicity of perpetrators (I’m a little dubious about this as such is collected by WEST Yorkshire Police, But had to be flushed out by a FOI request.)

It isn’t daft to think that secret or un-minuted meetings take place, but normally these are to stop something happening, or determine the direction of activity. If they are taking place in this case it will be agree how focus can be taken away from the Kashmiri.

If The three Jay recommendations were being actioned we would know.
