A London council has been criticised for “significant shortcomings” over the death of a 13-year-old girl who was working as a prostitute when she was in its care.
Mary Ney, director of social services, said lessons would be learnt from the case and an action plan would be drawn up.
Commissioner was “director of social services”, what…a bit like JT, never.
She added that procedures existed which would have protected Aliyah, but staff needed to have “sufficient tenacity” to follow them through.
Policies/procedures, One and the same?
A failure in RMBC too, “had mountains of policies, nobody checked if they were any good”.

Ms Mary Ney, director of Harrow social services, admitted her department had failed to follow its own guidelines. Two members of staff have been suspended pending a disciplinary investigation into their conduct. She said: ”It is correct that we did not follow our procedures. There was an option to fast-track the process obtaining a secure accommodation order but this did not happen.”
It also emerged that Aliyah was not on the Child Protection Register in the year before her death – which could have allowed social workers to respond more rapidly.
This is the reward for failure!

Tribute to Mary Ney: The Chair paid tribute to Mary Ney, who was attending her last meeting of the Social Services (Ratification) Committee before leaving Harrow to take up the post of Chief Executive at the London Borough of Greenwich. The Chair stated that Mary was an excellent officer who had a rare ability to take an overview of issues outside her own area of expertise. She had been fundamental in raising the profile of the Borough and implementing the Government’s modernisation agenda in Harrow. Members of all groups joined in paying tribute to Mary Ney and conveying their best wishes to her for the future. In reply, Mary Ney stated that she had enjoyed working at Harrow, and thanked Members of the Social Services (Ratification) Committee, and officers from other Departments with whom she worked closely, for all their support.

Commissioner connection to Greenwich council as chief executive, so how healthy was it there.
Mary Ney, the chief executive who oversaw the investigation, also left the council last year after refusing to release a dossier about bullying submitted by a councillor, claiming it was solely a Labour party matter.
She is now working as a commissioner at scandal-hit Rotherham council, itself criticised for a bullying culture in an official report.
“In my 16 years as a councillor in Greenwich I lost count of the number of times that hard-working councillors were told to look away from problems rather than scrutinise them”, councilor.
Honestly nothing like this took place in Rotherham.

The letter, sent to the girl’s social worker, acknowledges she was sexually assaulted in the property but says the situation “could have been avoided if (she) had not been party to the antics of a group of young men”.
The girl remained in the flat for six months and says she continued to be attacked and then raped in what is the only known case of an Asian gang grooming a child in Leeds.
Barnardo’s chief executive Javed Khan wrote to Mr Mulholland to say the charity had investigated the case following the Sky News report.
“The investigation conclusions do not support (your) analysis of the performance and conduct of the Barnardo’s project worker,” he wrote.

… because it is the responsibility of the senior personnel to make sure that guidelines are followed – and if the guidelines are not followed then the senior personnel must accept responsibility, not blame their minions who fail because of a lack of appropriate leadership

“Some 230 staff and 10 different agencies dealt with Aliyah during her life” who the hell was in charge! Director of social services.
What else did she fail in “historical context” wouldn’t she have been in the know, as local area safeguarding children board, she was Director of social services after all…ooh sorry did I care to mention that twice.
If you’d have read the full articles, you would have found that she needed help 3 weeks before hand.
And why don’t we just blame the victims for good measure:
“Young people such as Aliyah pose enormous challenges for us all.”
“During her life, Aliyah, who was part Palestinian Jordanian, moved a total of 68 times between her divorced parents, other relatives and in and out of care”.

A standing ovation for what? How is she going to oversee the actions of hundreds of staff every minute of every working day? Nonsense. She should ensure the guidelines and policies are their and that workers are able to perform their tasks with access to good management support. She cannot legislate for the actions of every individual. NOONE could. Not even the flawless (apparently) commentators on this thread. As for mentioning Haringey in support of your point, i rest my case.

If a senior manager cannot manage they have no right being in senior management. A bad workman blames his tools. A bad manager blames their staff. No excuses – must be held to account. As for CP, it appears that persistent failure followed by sideways promotions and yet more failures is a core business design property.
