  1. At a public meeting in Sheffield at St Mary’s church, the chief constable gave an undertaking to a member of the audience to produce a report on the basis of material given, concerning police involvement in the cover-up of corruption. Not only did he not honour his public commitment, but his officers and the Police Commissioner ensured that any report, if it ever existed even in the unlikeliest event, was ever produced. An independent citizen of sound mind could not be criticised for coming to the opinion that the only conclusion is that the chief constable has the support of the police commissioner in covering up corruption. On this basis, everything the chief constable might say could be treated with the utmost skepticism and therefore might not be believable.
