Principles in Rotherham Public Life?

– a local guide for the Rotherham Politics reader …

Readers of “Rotherham Politics” are always a canny bunch of citizens with an acute political awareness and deep sense of what’s right and what should be right among those in public life who supposedly serve us and not themselves.

The Seven Nolan Principles were established to govern standards of behaviour of those in public life –

  • Selflessness – Holders of public office should act solely in terms of the public interest. They should not do so in order to gain financial or other benefits for themselves, their family or their friends.
  • Integrity – Holders of public office should not place themselves under any financial or other obligation to outside individuals or organisations that might seek to influence them in the performance of their official duties.
  • Objectivity – In carrying out public business, including making public appointments, awarding contracts, or recommending individuals for rewards and benefits, holders of public office should make choices on merit.
  • Accountability – Holders of public office are accountable for their decisions and actions to the public and must submit themselves to whatever scrutiny is appropriate to their office.
  • Openness – Holders of public office should be as open as possible about all the decisions and actions they take. They should give reasons for their decisions and restrict information only when the wider public interest clearly demands.
  • Honesty – Holders of public office have a duty to declare any private interests relating to their public duties and to take steps to resolve any conflicts arising in a way that protects the public interest.
  • Leadership – Holders of public office should promote and support these principles by leadership and example.

What is known about Roger Stone:

This section will be updated as more information becomes known.

Roger Stone was first elected to Rotherham Metropolitan Borough Council in May 1988.

Roger Stone lives in an ex-council house in Kilnhurst, apparently bought jointly with his wife in 1983. Download Registry entry as a pdf, click here for part one and here for part two.

Mike Warburton was the only person sacked by RMBC in the wake of the Anti-Poverty Forum scandal. (Apologies to Alan Carruthers for the previous error) Mike Warburton was a close associate of Roger Stone and Garvin Reed, Deputy Leader when the scandal broke.

Roger Stone was defeated decisively by John Healey in the selection battle to succeed Peter Hardy, MP for the then Wentworth Constituency, which took place through the Autumn/Winter of 1996.

Roger Stone, the Leader since 2003, was beaten by Mark Edgell in the vote to succeed Billington. Edgell won that election after some pretty naked Machiavellian tricks were pulled to prevent Stone winning the Leadership on that occasion.

Roger Stone’s employment: Roger Stone Associates and DENA System BK Ltd, additionally, Met Uk Private Ltd – Downloadable document click here, shows that on 12.02.03 Cllr.Stone amended the form, with Mumford’s initial, to show that he was employed by Met Uk Private Ltd. Alan Carruthers, it should be noted, was at that time a Director of Met Uk Private Ltd. Latest Interests declaration only lists, Roger Stone Associates.

In 2005 RMBC delegated responsibility by establishing the “arms-length” company Rotherham Renaissance Ltd with the intention of sidestepping democracy.

Cllr.Roger Stone OBE and Cllr.Gerald Smith are both Directors of Rotherham Renaissance, along with Martin Kimber, Karl Battersby and Ian Smith.

Roger is a trustee of the Magna Charity, responsible for running the science adventure experience which opened in 2001, along with Mark Edgell the former Leader of RMBC. Read also Magna – are we getting the full truth?
