Bullying rife at council that ignored child abuse

The former leader of Rotherham council was at the centre of a bullying and sexist culture in which it was difficult for female staff to raise concerns about the exploitation of young teenage girls, MPs have been told.
Roger Stone resigned as the local authority’s long-standing Labour leader after an independent inquiry found that 1,400 girls in the town were subjected to “appalling levels of crime and abuse” during 16 years from 1997, almost all at the hands of men of Pakistani heritage.
The council and police were accused in the inquiry report of failing in their duty to protect vulnerable children. Mr Stone was singled out for criticism when its author, Alexis Jay, gave evidence yesterday to a parliamentary inquiry. Professor Jay, a former chief inspector of social work in Scotland, said that “sexist bullying” designed to put down and undermine women was a feature of the council’s “extremely traditional, male-dominated administration” during a number of years.
“The behaviour of senior people is absolutely critical in determining the ethos and the culture of an organisation. Staff will take their cue from that,” she said. “I don’t think this was an appropriate climate in which to be discussing an issue of such social sensitivity as child sexual exploitation.”
The Labour MP Simon Danczuk asked Professor Jay whether she knew the identity of an individual whose conduct was described in a letter sent to the Commons communities and local government committee by Martin Kimber, the authority’s chief executive.
Mr Kimber was said to have written: “There were challenges largely associated with the dominance of a particular personality within the council, who at times could be very direct.”
Professor Jay said she assumed that Mr Kimber “was referring to the then leader of the council”. Mr Stone led the authority for 11 years until his resignation in August.
Rotherham’s new council leader, Paul Lakin, told MPs that he agreed with Professor Jay’s comments, acknowledging that a “bullying culture did exist” at a senior level. Under his “remote” predecessor, he said, Labour councillors had no access to Mr Stone’s office because “you couldn’t even get through the door to see his secretary”.
Mr Lakin said that Mr Stone initially resisted his request to commission an independent inquiry after reports in The Times revealed the widespread grooming of girls in the town.
Professor Jay told MPs that councillors of Pakistani origin bore some responsibility for the council’s failure to tackle the crime pattern.
 
“It seemed to me that, at a point when they could have facilitated engagement in a very direct way. . . they failed to do so and acted more as a barrier to communication.” It was possible that such councillors “saw themselves as a gateway to the [Pakistani] community and felt they needed to protect its reputation”.

  1. It’s high time these anonymous councillors were outed , forced to resign and brought to justice. But they seem to be above Labour Party rules and regulations, above Local Council law and above the wonderful British legal system!

  2. Why did barron and healey fail to deal with the leader of the council who they sucked up to during his long tenure.

    They must have known of the council culture and the failings of stone.

  3. Cabinet members had access to Stones Office now Lakins office is still only the selected few can get in that part of the Town Hall
    Was not the Leader and deputy leader voted into their positions by the Labour Councillors
    So over 50% of them voted them in office so which way did Lakin Vote
    He was one of Stones inner circle same as wright and others all jolly boys together going on Holiday to China together all partying at Wrights Rawmarsh mansion
    So now it’s all Stones fault they put him and Akthar their and Stone put them in these positions
    They knew the culture they was part of the culture they are all from the same stable
    So they should all shoulder part of the blame.
    Not one of these have resigned they are all Councillors still their still part of the culture.

  5. Bullying has been the cornerstone of RMBC, women were classed as second class citizens. Men thought their place was ‘at the kitchen sink ‘ while some of the women councillors had more brains than any of the men. Were they afraid of the women’s intelligence and them being threatened by the women’s superior knowledge. More women have first class degrees than men. Ten out of ten men could not fill in their expense claims in correctly.

Just a bit of insight for some before you get carried away with pigeon holing men – the bullies within the RMBC management and non elected executives who actually did the bullying on a day to day basis were ALL WOMEN. The members of the associated agencies and charities who did likewise were ALL WOMEN. The people who kept it quiet initially within the YPS were WOMEN. And the make up (pardon the pun) of those within the YPS who initially colluded – and kept information from elected officials and more were WOMEN. I’m afraid if you simply look towards the elected members when you examine the bullying culture you miss 90% of the picture.

    I do however feel the response of many re the CSE is very male in the way it tends to be all about finger pointing, personal kudos, shouting and point scoring – there seems to be very few solutions offered or that matter actually asking what the victims of CSE or the bullied see has solutions or being necessary to address it. But that is simply my female perspective ; which I am sure many will ignore.

    • This is a flaw I also noticed in Jay’s argument. Child protection was run by women and it was the senior managers there who denied/minimised the problem. Do we have any evidence Thacker or her predecessors tried to raise this with Stone. An unnamed manager mentioned by Jay but identified elsewhere as Thacker said too much attention was paid to gang rape and that forced prostitution was a lifestyle choice.
      That’s not the say the culture of sexist bullying isn’t appalling but do we have any female manager or councillor reading who can come on here and tell us they tried to raise this with Stone? Or male ones for that matter?
