Police expect 30,000 new child abuse reports from Goddard inquiry

Exclusive: Extent of child sexual abuse in England and Wales begins to become clear as inquiry passes on 100 cases a month

The scale of child sexual abuse in England and Wales is being exposed by evidence from thousands of victims, with cases being passed to police at a rate of 100 a month by the public inquiry set up following the Jimmy Savile scandal.

Simon Bailey, Norfolk’s chief constable and head of the national coordinating unit Operation Hydrant, said his team was expecting to be given 30,000 reports of new child sexual offences by the Goddard inquiry, and predicted the rate of referrals of allegations of abuse would increase.

The chief constable said that given the trajectory of the number of reports, police would be investigating about 200,000 cases of child sexual abuse by 2020, giving an insight into the extent of child sexual abuse in Britain over many decades.

          If like the likes of me have suggested one parameter of vulnerability, which so happens to be a position when a child is most vulnerable especially when a gaurdian or parent is not present, and god forbid any one to think this Woody.

Maybe if the investigation started from the top down it would be more effective, I believe you will remember the Dolphin square investigation where politicians were involved this has been dropped obviously the establishment do not want things brought into the open. If those in ROTHERHAM had taken some notice and not bullied people maybe just maybe the youngsters in ROTHERHAM would have been looked after better, I appreciate it happens up and down the country we need less of the PC gang and more looking after our own anyone involved and if taxi drivers NEVER allowed a licence again

    It was always obvious that Goddard was an exercise in obfuscation and false equivalent conflation.

    If Goddard wanted to seriously investigate the Rotherham Model then she would widen it to take in towns and cities where it is known to be occurring such as Birmingham and the Black Country, and where – like Rotherham – there has been systematic suppression of evidence and information for many years. She could concentrate on areas where there has been a suspicious lack of prosecutions – Birmingham, the Black Country and Bradford would be immediately identifiable on this basis.

        So why is this Hotspot?

        As I said we are up to around 50 “localised grooming” trials now involving Muslims – vast majority Pakistani. And as we know there should have been many more than that

        Given the demographics if there was any equivalence in terms of proportionality there should have been many, many hundreds of trials involving white British abusing groups/gangs. There haven’t been, it’s a handful.

        We get this from Goddard re “Child Sexual Exploitation by Organised Networks”

        “The systematic grooming and sexual abuse of children by groups of offenders in cities and towns of England and Wales is widespread. Building upon the body of work on child sexual exploitation following specific instances in places such as Devon and Cornwall, Oxford, Rochdale, Rotherham, and Telford, this investigation will assess the extent to which a wide range of relevant authorities have learned lessons, implemented recommendations, and put in place effective strategies to prevent child sexual exploitation in future.

        We will consider whether the police and other agencies are using civil prevention orders effectively; whether the current regulation of the night-time economy and taxi licensing is effective in protecting children from abuse; and whether the criminal justice system is treating victims and survivors of child sexual exploitation appropriately.”

        Night time economy and taxi licencing means Pakistani grooming essentially, but bizarrely the first “specific instance” we get is Devon and Cornwall. Obviously the enquiry is going to be far too politically correct to call a spade a spade, and so what we are going to get is a load of weasel equivocation.

        The first sentence above should have read

        “The systematic grooming and sexual abuse of children by groups of offenders of largely Pakistani heritage in cities and towns of England and Wales is widespread.”

        If they are too precious to admit this reality, how much confidence can there be in their proceedings?

        There should be a specific investigation into the “Rotherham Model” dealing with all aspects of this pernicious phenomenon – particularly as regards trafficking and particularly as regards the cultural roots which have produced it, and not merely casting an eye over institutional failings, much of which we already know about with Jay, Casey and reports from Rochdale and Oxford.

        If Goddard is prepared to examine “the prevalence of child sexual abuse within the Catholic Church;” then why not the evil activities of Pakistani groups and gangs as a whole and the nature of the culture which produced them?

        That is after all what “Rotherham” is about.

          I read this as a precursor to prosecutions, that those in authority neglected their duty to protect children.

          Unless Mr Parsonage you believe, drug dealers and CSE pimps are institutions.

          Those included in the Goddard inquiry (including Rotherham, Oxford etc) have had some kind of enquiry or review (reason for them being included). The ramifications of the Goddard inquiry will be all encompassing (including your suggested towns and cities).

          What is not in question why abusers were allowed to continue, on the contrary why people in authority neglected the plight of victims, and failed in their duty of care.

    Quite an “achievement” that, so maybe you might try to explain what it is about Pakistani culture that has given rise to these appalling atrocities being committed on such a widespread basis.

    As for Goddard in general it’s clearly an exercise in obfuscation and kicking awkward issues into the long grass. It won’t report for 3 years – judging by Chilcot that’ll be at least doubled. Its scope is huge and it will apparently go back decades. That’s a perfect receipe for confusion and getting bogged down and drifting public interest, which will suit some people just fine.

      Goddard and childrens commission says between 2012 and march 2014 around 400,000 to 450,00 children were sexually abused.

      You keep prattling on about, group based CSE and it’s links is undeniable with Pakistani heritage men. I don’t think anyone denies it.

      So what do we know in regards to actual child sexual abuse the majority happens in the home and by people close, actually around 65 to 70%.

      Around 75% of sexually abused children are female, but around 98% of abusers are male.

      And nationally the proverbial (ethnics) are no higher or lower, in the field of child sexual abuse, or in your area of expertise Parsonage, they are over represented in the field of GROUP BASED child sexual abuse.

      Did you ever care to ask anyone what percentage of the remaining 30 to 35% of child sexual abuse is made of. And did it ever occurr to you to ask.

        And so it is – there have been few white British group/gang CSE convictions. Pakistanis comprise around 2% of the UK population but there have been about 50 group/gang grooming trials – so if there was proportionality there should have been several thousand white British groups/gang trials. Where are all these trials Hotspot?

        This may be the case. But what we are talking about with the Rotherham Model is racially and religiously aggravated/motivated group/gang targeted grooming, mass rape, sexual torture, trafficking, pimping and prostituting – plus various other unpleasant aspects of criminality.

        This hardly seems equivalent to abuse carried out by individuals within the family home Nor do we have gangs of priests and teachers and doctors going round the country raping and trafficking on “Rotherham” lines as far as I am aware. Individual perversion has always been with us. But group/gang abuse on such an extraordinarily wide-spread scale is the product of a truly sick and alien culture. The Catholic Church certainly has had serious institutional issues as regards child abuse – but that is within the priesthood, it is not a “normalised group activity” within the body of adherents to the religion.

        The case is very different when we have, “friends, work colleagues and relatives” indulging collectively in these vile activities – let’s repeat that, not pervs brought together by the internet but “friends, work colleagues and relatives”

        The experience of Samantha in Oldham really does say it all

        “She was “abducted” by two Asian men who drove her around Oldham for hours and raped her. They then threw her out of a moving car in the Chadderton area of Oldham. She ran away and asked another man for help. He invited Samantha inside and then dragged her upstairs and sexually assaulted her. She ran away whilst he was calling his friends to come and join him. At that point a taxi driver and his passenger pulled up beside her to ask if she was ok, they said she looked very upset and offered to take her to a police station and then home…..they then took Samantha to a house on Attock Close, took her inside and then locked her in a room where 5 Asian men went on to rape her over and over for nearly 24 hours…..”

        So she’s met 3 random groups of “Asians”, in great distress after the first two encounters – and that’s what they did to her. She was 12 years old.

    What we have seen with Operation Midland for example is that fantasists can make the most bizarre accusations at no risk to themselves. The case is rather different with “Rotherham” style grooming where extreme violence and threats are employed to stop victims going to the police – dousing little girls with petrol, threatening to cut of a victim’s face, to burn down the family home, to rape a mother on the carpet of the family home, to slit a father’s throat etc.

    But there are 30 towns and cities where young victims and their families have been subjected to a distinctive style of imported gang abuse(which bears very strong similarity to IS and Boko Haram) – as per the records of trials thus far, which is obviously the tip of the iceberg, as the Jay Report has conclusively demonstrated.     What a load of slippery bs that was. Of course you don’t want to “touch on this subject” – because it demonstrates unequivocally the racial and religious roots of the Pakistani/Muslim grooming epidemic.     This article originally said that Table 4 of the CEOP showed a majority of Asian offenders were of Pakistani origin. This was incorrect, and that part of the sentence has been removed.

    Well it did come over as straight out of TellMama’s Big Book of deceit, I gather the term is taqiya – as in “grievance mongering taqiya merchant” – for which comment of course Mughal had Tim Burton prosecuted – and the case was thrown out.

    It is pointless posting a link last updated in May 2012, before a number of additional group’gang grooming trials had taken place(eg Oxford, Leicester, Rochdale(trial 4), Middlesborough, Leeds(1), Chesham, Burton, Sheffield, Leeds(2), Oldham, Leeds(3), Aylesbury, Rochdale(5), Keighley, Rotherham(2) – and critically before the Oxford Serious Case Review and Jay drilled down in 2 localities and discovered the extent of the “Asian” grooming epidemic there.

    The Oxford Serious Case Review verdict “”The association, not of all CSE but group-based CSE, with mainly Pakistan heritage is undeniable………………….” is authoritative and stands however much you try to wriggle out of it.

    CEOP actually is heavily criticised in Peter McLoughlin’s “Easy Meat”, and if you want an analysis of that organisation failings you will have to consult the book
